In het artikel in The Guardian zegt McCarthy dat in de EU tot wel 50% eetbaar en goed voedsel wordt weggegooid: "The amount of food wasted in the UK is a scandal. By creating a surplus of – uneaten – food, the global food industry is adding pressure on scarce land and resources, contributing to deforestation, needlessly adding to global greenhouse gas emissions and helping to drive up global food prices."

Met haar wetsvoorstel probeert ze het probleem eerder in de keten aan te pakken dan het nu gebeurt: "Government policy focuses on enforcing the 'waste hierarchy' further down the pyramid, benefiting slightly environmentally better methods of disposal (such as anaerobic digestion and composting) ahead of landfill. But there is no government incentive for diverting surplus food from disposal and to those levels higher up the food waste pyramid – for human consumption, and where unfit for human consumption, livestock feed."

Om het probleem te voorkomen dat de donateurs van voedsel aansprakelijk worden gesteld als mensen er ziek van worden, wil ze bovendien net als in Amerika een "Good Samaritan Food Donation Act" invoeren. Daarmee kunnen voedselbanken en voedseldonateurs die te goeder trouw 'verlopen' etenswaren uitdelen, niet vervolgd worden. Een dergelijke voorziening had de Muffin Man veel ellende kunnen besparen.

Ook in Nederland besteedden Zembla en Foodlog recent aandacht aan het probleem van de enorme hoeveelheden voedsel die jaarlijks weggegooid worden.

Voor de supermarkten in Engeland hoeft het wetsvoorstel niet zo nodig. Andrew Opie, director of food and sustainability bij de British Retail Consortium, zegt in The Guardian: "Of all the food waste produced in the UK only around 6% comes from retail. More than 50 is generated by households. The key objective should be eliminating all food waste, and where that's not possible, finding the right outlet for it. Retailers are already hard at work on this."

Je vraagt je zo langzamerhand af: wat gebeurt er als de gedoneerde hoeveelheden weggooieten, groter worden dan nodig is voor het aantal behoeftigen en voedselbanketers. Mag de rest van het publiek dan ook gratis eten?
